Seeking Competency Attainment Providers

Juvenile Pretrial Services is currently recruiting individual contractual providers (fee for service) to meet with children and adolescents who have been found “incompetent to proceed” in juvenile court delinquency proceedings and provide these youth with services to help them attain competency to proceed. The providers are to be (i) licensed social workers/professional counselors or (ii) educators who are certified to provide educational services to a special needs child and adolescent population. Providers must have worked with the court-involved child and adolescent population for at least two years post-baccalaureate and have a working knowledge of the juvenile justice system. Juvenile Competency Attainment Services will be provided based on court orders received.

Attainment Services may be provided in the home, an institution, a school setting, or other public place, as determined to be appropriate by the provider and the Office of Juvenile Pretrial Services. 

** due to COVID-19 concerns, virtual services are allowed, however there is an expectation that in-person services  will resume in the future. As such, the applicant will need to have the flexibility to provide services in-person.

Compensation for Competency Attainment Services will be $77.00/hour  plus reimbursement for mileage for in-person services. While we are looking for applicants throughout the state of Maryland, preferred applicants must be available to provide services in any of the following counties: (Eastern Shore, Western and Southern Maryland Counties). 

Attainment Service Provider Specifications:

1. Must be a licensed counselor (LGPC, LCPC), Social worker (LMSW, LCSW-C), or special educator. 

2. Provide Attainment Services two-three times weekly for one hour each session, unless there is a need for another arrangement to be made (e.g., due to behavioral needs of the youth, change in schedule of the legal guardian). 

3. Providers are required to have the capacity to submit documents electronically in IBM compatible format (word, PDF) and have the ability to password protect documents.

4. Ability to pass a criminal background check.

The Letter of Interest Should Include a statement that the applicant is willing to:

  • Accept referrals to provide competency attainment services and adhere to the specifications and procedures described in this notice. 
  • . A description of the Provider’s capacity and experience in working with court-involved youth. 
  • . A description of the geographic area in which the applicant is willing to provide services (please specify which Counties). 
  • Attend training as necessary
